Fred Levinsky, President, Chief Executive Officer
Founder of The St. Paul Group, Fred Levinsky is the President and Senior Project Leader. Fred coordinates the Project Teams that provide information systems and medical/statistical systems – and is also experienced in medical information systems (DRG Groupings) and is currently the director of St. Paul's contract with the Maryland's Health Services Cost Review Commission.
Fred holds a BS Degree in Operations Research and Industrial Management from Villanova University. Additionally, he graduated with Honors from the MBA program from Loyola Graduate School.
Fred has directed St. Paul through several major platforms of computer systems since beginning the firm in 1970. In the late 70's, group’s President was instrumental in the purchasing, designing, and programming of software needed to process hospital financial information. The systems Fred developed include full-featured financial systems and "real-time" Online Patient Order Entry and Result Reporting Systems.
During the early 80's, with Fred’s background in operations research, he moved St. Paul into the area of statistical modelling for the healthcare market. It is here that St. Paul has found its niche, and statistical modelling became the mainstay of St. Paul's business.
In 1989, with St. Paul being the premier processing center for healthcare statistics in Maryland, Fred and St. Paul secured a contract with the Maryland Health Services Cost Review Commission to process the entire database for all in-patient, outpatient (ambulatory surgery), E/R clinic (ambulatory care), and private psychiatric hospital patient abstract data in the State of Maryland.
In 1995, Fred supervised the migration of all of St. Paul’s internal processing from mainframe based systems to server based systems. In 2000, Fred helped form St. Paul’s Internetworking Exchange Division.

Fred’s past achievements include:
- Writing an award winning research paper on the 'Pert' system for the National Association of CPA'S.
